灰色关联分析法在应急指挥系统中的决策应用

摘要: 应急指挥系统的灰色性包含随机性和模糊性,以及其他各种确定性、不确定性和不完全性.本文以求解最佳应急方案为目的,采用灰色关联分析法对应急指挥系统各应急指标进行数据分析.首先通过灰色关联分析法的定义计算出各个应急指标序列的最佳效果评估向量;然后建立系统灰色关联矩阵计算出各指标的权重值;最后通过计算得到灰色关联度与应急方案的效果等级,确定最佳应急方案,从而更为客观合理地发挥应急指挥系统的决策作用.

Abstract: Grey emergency command system that contains randomness, fuzziness, certainties, uncertainties and incompleteness. This paper, for the purpose of an optimal contingency plan, uses gray correlation analysis of the emergency response command system indexes for data analysis. It first defines the gray correlation analysis method to calculate the best assessment of each of emergency index vector sequence, then builds a system of gray correlation matrix to calculate the weight value of each index, and finally gets an effect level gray correlation and contingency plan through calculation to design an optimal contingency plan, which can play a decisionmaking role in planning a more objective and reasonable emergency command system.
