Abstract: This paper introduces an analysis process and the extension model development by extension method for the conflict of multi-user desires and cooperation in sharing limited resources.Based on the extension method,a way is presented by changing external resources conditions that make users cooperate without changing their desires and achieve the goal of automatic cooperation.A real life traffic problem is analyzed as an example and the strategy solving problem showed.
