Abstract:

Based on the concern that the affected areas are in an urgent need of a large quantity of emergency relief materials, a study is conducted on the problems of vehicle arrangement, path selection, distribution in emergency material allocation in three layers including alternative provincial supplying spot, alternative municipal and county-level transitional place and the area in urgent need. An optimized mathematical model is figured out with the goals of minimum total cost, the shortest transport time and minimum supplying spots and transitional places in emergency material allocation. Finally, using GA, an optimized three-layer large-scale emergency material allocation scheme is proposed.
