Abstract: Applying the theory of Sustainable Transformation (ST), and based on the national perspective, a management model centered on the whole process of disruptive technology evolution is built, taking the case of disruptive innovation management in representative developed economies as a case. After an in-depth analysis from the external evolution and endogenous evolution of disruptive technology, it is found that in the process of disruptive innovation in developed economies, disruptive innovation management mechanism plays a leading role, establishing an unconventional project operation mode, setting up specialized agencies and recruiting project managers, and constantly promoting the protection space of top-level design and construction of disruptive innovation, forming a disruptive innovation technology management mechanism. The above research provides a brand-new conceptual model for analyzing the evolution process of disruptive technology, providing theoretical support for the government to construct a disruptive innovation management mechanism. At the same time, it can deepen the understanding of the value of subversive innovation and its evolution law, and accelerate the development of disruptive innovation technology and provide decision-making reference for the government.
