新型研发机构培育颠覆性技术的机制研究

A Research on Difficulties and Mechanism of New R&D Institutions to Cultivate Disruptive Technologies

摘要: 颠覆性技术因其在实现创新驱动发展、建设世界科技强国方面具有巨大的推动作用,被提升到了前所未有的战略高度,目前新型研发机构是少数研究颠覆性技术的专业组织之一,新型研发机构在当下发挥着创新的引领作用,具备传统研发组织所缺乏的灵活高效的优势。但其尚处于初级阶段,在培育颠覆性技术方面存在功能定位不明、机制不完善、自身发展受限等问题,导致新型研发机构未能有效地发挥出培育作用。因此本文结合新型研发机构的发展困境,相应地从宏观层面和新型研发机构自身发展两个角度提出改善环境、探索新的支持方式、重视基础研究、建立培育体系、完善评审和进入退出机制等政策建议,为新型研发机构更好地发挥颠覆性技术创新功能提供参考。

Abstract: Disruptive technologyhas been promoted to an unprecedented strategic height because of its tremendous driving role in achieving innovation-driven development and building science and technology power. At present, the new R&D institution is one of the few professional organizations that focus on disruptive technology. The new R&D institutions play a leading role in innovation nowadays, and have the flexibility and efficiency that traditional R&D organizations lack. However, it is still in its infancy, and there are problems such as unclear functional orientation, imperfect mechanism, and limited development in the cultivation of disruptive technologies, which has led to the failure of new R&D institutions to effectively play the role of cultivation. Therefore, this study,while combining the development dilemma of the new R&D institutions,proposes policy recommendations such as improving the environment, exploring new support methods, attaching importance to basic research, establishing a cultivation system and improving review and entry and exit mechanismsfrom the macro level and the development of new R&D institutions, and it provides reference for new R&D institutions to better perform disruptive technological innovation functions.
